The NaviGate application includes a complete user management component. Users must identify themselves to the system with a username and password in order to access certain functions or data. In some systems, the entire application requires a username and password, while other systems protect only certain functions in this way.

Whenever a user "logs in", their username is included in the system access log files for each page or map they view and every function they perform. A user management control panel is provided to assist in these functions.

One or more system administrators use Web interfaces to grant password-protected access to the NaviGate application. Users can be assigned to user groups, and additional user groups can be defined. Individual users or entire user groups can also be temporarily blocked from accessing the system, such as when the system is being used during an emergency situation. The user management function can also be distributed to multiple agencies, allowing each to add new users.

Any time users are allowed to create data in the system, they must first identify themselves to the system. For example, users are allowed to place "notes" on various objects in the system, but must first identify themselves to the system. In this way, the "note" is associated with that specific user, providing an audit trail.

The system also provides comprehensive user reporting, such as number of "hits", date of last access, and a list of the e-mail addresses of all the users. User reporting can be performed on the entire set of users, just one user, or on one or more user groups.

Some users may be authorized to create new user accounts on behalf of other users. This frees computer system administrators from this task, if so desired.
